A Report analyzing the legal issues arising from sea level rise and eight legal tools for possible use in sea level rise adaptation in the State of Delaware. The tools (Zoning, Acquisition and Buybacks, Building Restrictions and Prohibitions, Setbacks and Buffers, Conservation Easements, Rolling Easements, Transferable Development Credits, and Real Estate Disclosures)are analyzed for how they work, how they could be used to adapt to sea level rise, legal issues they raise, and their status under Delaware law, with suggestions for changes to make them more effective.
