This book is a collection of three essays related to environmental policy at the state and federal level. The first essay addresses the issue of environmental federalism--which level of government should address regulation of air pollution in the United States? The second essay investigates factors influencing adoption of environmental policy at the state and federal level, focusing on whether or not policy-makers consider what is in the best interest of their constituency. The third essay examines the interplay between environmental policies at the state level, analyzing whether resources or spillovers drive interaction among states.
