The fourth volume, Achieving Consensus on the Plan: Design the Plan, explains how to use the developed partnerships, your First
Nations approach, and knowledge of the watershed to develop the formal watershed plan. Here we set goals and objectives, identify issues, solutions and priorities, come up with an action plan and identify linkages, and decide what success looks like and how you will measure and evaluate it.
