Washington Post reporter Jay Perkins is about to publish an earth shattering expose on a political and military scandal when murder intervenes. Jay runs into Octavia in the DC Metro system and the young woman is soon drawn into the mystery. On the fringes, the crazy Umbrella Man haunts the subway system, destined to join the action.
