Welcome to the Place Value City Math Tutorial developed by Ira N. Canada. This program will help
elementary students understand the concepts of place value. The content of this manual will allow
students to manipulate numbers through visual stimulus. It presents methods and strategies for
a varied student population. The manual is formatted to accommodate students with or without
learning disabilities.
The Place Value City Math Tutorial should be used shortly after introducing place value
concepts. It will enhance the knowledge and understanding through repetition and visual
manipulation. Once students understand the mechanics of the program, they will feel more
comfortable with number values. Then they can build cities and towns using PVC concepts.
