This historical document was initially published in 1944 by the then-Office of Strategic Services (now the Central Intelligence Agency). It was intended for use by OSS agents in motivating and recruiting potential foreign saboteurs. OSS operatives were permitted to circulate parts of the document as needed. It has since been declassified. This field manual explains ways civilians can inflict sabotage through ordinary means and, while doing so, minimize undue attention. The booklet contains instructions for destabilizing or reducing progress and productivity by non-violent means. According to the booklet, saboteurs were often sympathizers who were keen to disrupt the enemyÕs war efforts during the World War Two.
