In work problems of modern strategy of budget support of agriculture of Russia are shown, need of new strategic approaches and strategic tools planning and estimates of subsidies of agriculture is proved. The offered strategic transformations are connected with mechanisms of finishing subsidies and volumes of the allocated funds of state support differentiated depending on the developed natural and economic conditions of activity of producers.
