The Citizen Politician, Running Without Money is a true story and primer based on the organizing work and Congressional Campaign of David Shapiro, 4th Congressional District, California. It explains how the campaign which garnered 85,000 votes, second highest that year for a nominee facing an incumbent benefitted the district communities by building programs of community self-help and new institutions of self government.
