The author was (WAS) involved in management of a housing "co-operative" for more than 20 years, including as secretary for much of that time. So is well-placed to know what he is talking about. Shelter director Adam Sampson said he had read the book with interest, and within a couple of years the Housing Corporation had been abolished and split in two in accordance with the author's observation of incompatible objectives.
