The term,ÒUniversal Suffrage,Óis being used in this booklet as a synonym for ÒDemocracy.Ó Historically the term referred to any form of Òindividual suffrageÓ as opposed to Òrepresentational suffrage.Ó Even though the womenÕs rights movement of the 1800Õs was one form of universal suffrage, the term goes far beyond womenÕs rights. As we will see in this booklet, the differences between an individualistic approach to suffrage and a representational approach has profound ramiÞcations.
