Access to education would benefit individuals, learning institutions and communities. Public university can be the doorway to opportunity and enable individuals to achieve their potential. However, large numbers of urban, mostly minority, youth are barred because of prior poor academic performance, limited economic resources or inability to cope with the social demands of university.
