The present volume Ñ Up and Out of Poverty: Selected Speeches in Fujian Ñ comprises 29 speeches and articles delivered and written by Xi Jinping while he was serving as secretary of Ningde Prefectural Party Committee from 1988 to 1990. It also includes 10 photographs from that period. Focusing on poverty alleviation and development in Ningde, this volume presents a combination of carefully designed strategies, ideas, systems, and methods. It also provides a full account of the two years Xi spent hard at work there. His dedicated efforts to lead the locals out of poverty serve as testimony to his firm convictions and deep love of the people.
